FIELD NOTE / OPERATIONS

Systems shape behavior before policy does

Why recurring friction often points to the design of work rather than the effort of individuals.

Recurring operating problems are often described as people problems because the visible failure occurs at the point where a person acts. That explanation can be incomplete.

Workflows, incentives, handoffs, information access, capacity, unclear ownership, and competing priorities shape behavior before a policy document ever reaches the employee.

Repeated behavior is often evidence about the system around it.

When the same friction appears repeatedly, leaders can learn more by examining the system surrounding the behavior than by treating each occurrence as an isolated performance issue.
